Yes, and it should never be seen brightly lit, and be glad you can't smell it.
If you didn't, visit the men's room in the virtual tour.
The place was a hole, and lived well past it's prime, but a lot of punk (and other music) history was made there.
I saw a total of one show there before it folded, and had visited it once during the day accidentally.

I always wanted to see a show there, but never made it to one. I did pay the place a visit during one of my NYC trips and yes I could smell it from the sidewalk.
