Well he was caught in Pakistan, with the"Help" of Pakistan Intelligence! I figure they know more about what's going on in their country than the CIA does!
I guess you forgot that there never was an intelligence failure. It was just a dodge to cover the fact that Bush and his associates were telling tall tales about phantom nuclear weapons programs and yellowcake stories that were good enough to eat.
The wasn't anything wrong with US intelligence that having a half-decent president wouldn't fix.
