If it's talking about the national health service corps, then the ad is being deliberately deceptive.
Neither a new, nor an unnecessary organization.
Having read the chunk of the bill referencing it, it is unclear what the he'll they are talking about. It's unclear if it is referencing existing services, something referenced elsewhere in the bill, or something in other legislation. Or just leaving a big gaping loophole to be exploited as yet one more expansion of executive branch powers which will just be abused worse by the next guy.
It's a scholarship organization. What they do is offer to pay for medical school or pay a small portion of your loans off ($145K max out of $300K or more) in return for locating your practice in an area of the country that would otherwise prove too poor or too expensive to allow you to make your payments. Nothing more. It's been around for many, many years and there is nothing sinister about it whatsoever. Whoever made this ad is trying to manipulate you.
I have been listening to and watching a lot of political ads lately. Most of the ones I saw were either Republican or Tea Party or nebulous conservative in nature. I only saw one ad for a Democrat and it was as lame as the modern Democratic Party. Kind of like tapioca pudding.
The conservative oriented ads, on the other hand were hard hitting, right to the point, and brutally effective. Most of them were outright deceptive and or disingenuous in nature.
Not that anyone should take my advice, but if a candidate's ads mentions the terms "Obamacare" the "Government Takeover of Health Care" or tries to imply that the current level of unemployment in the US is a result of the Stimulus Package, you shouldn't vote for that candidate because they are trying to get your vote by playing you for a fool.
It is just like a few year's back when any politician tried to tie Iraq to the 9/11 attacks for some kind of political talking point advantage, I just tuned that politician out as an asshole who was insulting my intelligence to the point that I had to scratch that person off my list of worthwhile candidates for anything.

Look. somebody has to run the detention camps for non loyalist (mostly conservative) US inmates. If we came right out and said it we would have had to fight conservatives on this, which is why Nancy advised passing the bill first, and then reading it later, which we knew few would ever do. Can you imagine anything cooler than a country that allows its lawmakers to pass FF created bills without knowing what they are about. You can now.
So they aren't just handing out scholarships anymore? Cool! How can I get in on the action?
