Libya had undeclared artillery shells that were not filled with chemical weapons, but they also had declared chemical weapons, which is a bit different from the case of Iraq which had the empty shells with nothing to put in them.
Another difference is the couple of million bucks Obama spent helping to overthrow Libya's dictatorship compared to the estimated trillion or so that George W spent on riding Iraq of Saddam and the weapons that he didn't have.
Oh, yeah, and Libya was among the nations that Bush considered allies in the war on terror, along with Pakistan, two countries which actually possessed WMDs.
