Is it the fact that it's happening in international water that makes it his responsibility? Or his financing BP, sitting on the board, owning it even???

Bush could have done a LOT better, he could have read a book on pet goats to the leak. He KNOWS what to do in a crisis. 
You might like the new conservative idea of nukeing the hole.. It worked for the Russian's once and you know republicans like fireballs.. (i wont make a joke about republicans just liking balls)

Another excuse to drill more unsafe wells... because theres plenty of oil coming out of the original hole... and drilling to reduce the flow is better than sealing it like the first failed attempt was supposed to cause. ( remember that one...if this doesnt work we'll dump rubble to seal the hole...)
