Bush, Cheney, and Rice, just to mention a few off the top of my head, were in the oil business in one way or the other, so we had nearly zero progress on energy during their two terms. Their Energy Policy was the one that steamed recommends; "Buy Arab Oil."
What makes you think that the current Administration is less likely to bring energy progress than the Bush family, which has been in the oil business for generations?
Obama certainly talks about alternative energy, but it remains to be seen if he walks the walk or just talks the talk.

Sounds like a plan to me, but don't see it happening without a regime change.
