I might try devil's advocate on this one. With a bag of newspapers, it sounds like she may stockpile trash to take out. If everyone does this, they would have to raise taxes to cover the increased load on public receptacles. But, I think that $100 seems a bit much. Just charge her enough that it would have been more profitable to use her home trash service.

Zem, what are the rules for household trash in New York? And how are you billed for trash service?

Recycling is enforced rigorously (at least in my area) and city bins are clearly marked 'no household trash'. That includes mail. I'm going to have to side with the city worker on this one, seems she was either too lazy, or physically unable to take the recycling to the proper designated area of her building.

Constantly consuming. Conquer and devour....

While most of would agree that recycling is important to save our resources, to fine a person because they didn't to me is a terrible civic lesson and idea. Do we fine people for not voting - is there not a more precious thing and American can do than vote? Do we fine people for smoking cigarettes and flicking ashes out of their car?

Just what exactly is business trash and household trash .. does a hot dog wrapper constitute household trash - or if you buy it from a business does that constitute business trash??? If you get a newspaper from your house or at work and then dispose of it on the street corner .. is that household or business trash? Apparently one can't throw it in any trash basket.

What about all the freakin' trash that SOOOOO many people just throw on the ground .. do the sanitation nazis go write them a ticket .. if so - they seem to have been missing a few people .. just look at your curb sides or roadways or along the fences .. lot's of trash.

I just think it's crazy - that's all, come on old lady .. get with it. I got an idea - what if we just got rid of the sanitation nazis - we could save quite a bit of resources then - and they really don't stop the streets from being littered, do they?

You can get anything you want at Alice's restaurant .. what would Arlo say about this.

I understand the supposed necessity of the regulation, but as with most government action this is taken too far.

"The Sanitation Department has a platoon of enforcement agents tasked with enforcing litter basket laws.

This statement alone tells me it is misused as a revenue generator.

The only reason people get lost in thought is because it's unfamiliar territory.
