It is up to history to make that decision. After all Bush acts as if he did a good job in office. He clearly isn't qualified to make this determination and neither is Obama. Let history decide.
Most people acknowledge GW was not the best prez, in fact here are some that daily have criticized GW .. during his 8 years of office and 3 years after he has left office .. he never claimed to be in the top 5. One of the great things about America is that no one is required to like the president. Conservatives forgot about that after 9/11 and began to equate a particular sitting president with patriotism and loyalty to the country. The attitude was that you damn well DO have to like the president.
Back then, I often wondered what would happen when the next president you guys didn't like came into office. Turned out, I didn't have to wait long. You guys don't like this president, not one little bit.

I don't have to be in lock step with a politician to vote for them. I don't like a lot of what Obama has been doing, but if he is the better option next Fall I will consider voting for him again.
This with the knowledge that most presidents do whatever they are going to do in their first term while second termers just wait out the clock looking for something to call a legacy.
On the other hand, Romney is a plastic politician but there is a substantial person inside that might have potential as a president. I would take a hard look to decide who I thought could do the best job in the next four years.

"I would put our legislative and foreign policy accomplishments in our first two years against any president -- with the possible exceptions of Johnson, F.D.R., and Lincoln -- just in terms of what we've gotten done in modern history."
Why would 60 minutes leave such a thing like that out of the interview?
